Popla Website

Here is the address if you were wondering about it
A new independent appeals service is being launched in October 2012 for motorists who incur parking charges on private land.
The website for the service will be available here soon.

Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?

  • Bookmarked for later, cheers.
I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.
  • Will be interesting to see how they respond to 'I am appealing because X amount does not seem to be a reasonable amount for liquidated business losses. The car park was free so this should amount to nothing'.

I would like to see their response to:

'the PPC have no proprietal rights in this car park so cannot pursue a fake PCN instead of the landowner/occupier, any more than NSL could pursue a real one instead of a Council. A parking agent has no grounds to claim any money under trespass or contract as confirmed in VCS -v- HMRC and VCS -- Ibbotson (May 2012).'

    or

'the car was parked on pseudo 'double yellow lines' because I was loading. I fear that the PPC doesn't understand what DYL exemptions are in the real world on the public highway but have just assumed they mean no waiting at all. I trust that POPLA will put them right!'

    or

'I am disabled within the definition of disability under the Equality Act 2010 and, as such, am a customer who can specifically use a disabled bay on private land. The PPC seem to be under the misapprehension somehow that the public highway 'Blue Badge scheme' applies but of course that is not the case, as is confirmed in the Blue Badge t&cs. I trust that POPLA will put the PPC right.'

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Only time will tell how independEnt () they are. While it's being run by the London Councils who do the appeals system for council tickets, the law is completely different when it comes to private tickets. We'll find out in due course how much they actually know about such law.

I refer you to the 'Urban Dictionary' entry for "indepenant".. ;)

Hmm.. I will continue to be skeptical then, until I see some feedback.

Are there any 'known' people/entities involved at POPLA?

    It's run by London Councils.

London Councils' "Corporate Director, services", Nick Lester, is a member of the BPA council.

No conflict of interest there, then.

Re parking ticket for an overstay in a free supermarket car park, im apealing this ticket as it was a free car park withplenty of spaces available at the time no loss to the landowner occured.

Re parking ticket/charge for overstaying in a pay and display car park, I am appealiong this fee for overstaying by 20 minutes, as the parking charge in this car park is £0.50 for 1/2 hour, and not the £80 that XYZ parking is demanding, which appears to be a penalty, please find enclosed a cheque to the sum of £0.50 to cover the losses that a ticket for 1/2 hour would cost.

    and the list goes on.
