    I have written a five-page Exocet to Baker, copied my MP. The main points (supported by lots of quotations):

    POPLA's grounds for appeal demonstrate that it does not meet the terms of reference set out by Baker and his department.

    The DfT has once again been misled by the BPA.

    A number of statements on the POPLA website put its independence in doubt.

    The new BPA AOS Code of Practice suggests that the BPA intends to continue to allow its members to flout the law (particularly with regard to its creative reading of POFA and its arbitrary £100 figure for a "genuine pre-estimate of loss").

    I conclude by asking him to tell me (on the assumption that RK liability will not be removed from the law) what he intends to do about getting a proper independent appeals service, and what further measures he intends to take to regulate the out-of-control private parking industry.

    I will not publish a transcript here until I get a reply (I consider it rude to publish a letter to someone before they've had an opportunity to reply).

    The word about the scammers is spreading like marmite here in the westcountry.
    We workers all love it and the ppc hate it :rotfl:

    An example if you are appealing to the ppc on the grounds you didn't see any signs for example, which they will reject of course, can they then refuse to send out the code for appealing to popla as its not an appeal point under them ?
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    Making representations

    • The parking charge (ticket) exceeded the appropriate amount;
    • I am not liable for the parking charge.
    Even if one of these grounds does not apply, you may also ask the operator to consider other reasons for canceling the parking charge notice, such as mitigation. If the operator accepts that there are compelling reasons, they may cancel the notice to keeper but they do not have to.

    Yeah right, like that's going to happen.

    The only grounds on which these scum will cancel a ticket are "B******s, this one's not going to pay anyway, better cancel it before he costs us £32 at POPLA".

    I've also started a farm of domains typosquatting on some PPC payment pages and going to that "Do Not Pay" page. I started a couple of weeks ago as a test with just one, and I can see from the website logs that a number of people already wound up there by mistake. If they all took the unexpected advice that was offered to them then it's already cost that PPC hundreds of pounds.

    I will not say who the PPC's are or what my domains are. Keep 'em guessing!
