Who did you send your phone to and why? (And regardless, send them a copy of the RM proof of delivery).

Email them the electronic Proof of Delivery or just a link to it with the tracking number.

The only problem is that even if it is Royal Mail that has lost it your only covered up to £46- it should have been sent Special Delivery .

As RM site says clearly that it was delivered, are you accusing RM of fraud implying that they may have lost it?

That said, I agree that the entire system of RM recorded signed for mail is flawed.

If it has a sig, then the recipient has lost it, not RM. Their problem, not yours.

Another scenario, unlikely yet not impossible, is that RM delivered it to a wrong address.
There are other, more unlikely, scenarios.

Not every carrier. Some carriers use GPS stamp for the signature. I think all carriers must check your full name against the addressee and ask for some proofs of ID and address if the name is different.

However, it is up to a carrier to make a balanced decision as if a wrong person signs for a mail, this signature by itself doesn't prove anything and it is the carrier that will be held liable for the loss.

    should or must?
I can tell you from experience, its hard enough to get people to grasp the concept of ID when collecting packages.
You would also have to change RMs remit.
    They deliver to addresses,not people
You would also change a 30 second 'transaction' into minutes of waiting for ID
