Looking at Street View it looks as though, many years ago, the house next door to the garage has pinched part of the garage's access and planted a conifer there to reinforce his 'ownership'. It makes no sense otherwise. I dispute that in the 70s vehicles were so much narrower and shorter. Transit vans were available in the 70s and probably before that and big Ford and Austin and Rover saloons.
I would be getting hold of the deeds for the house with the conifer.0 -
To add, looks like the house with the conifer has been extended. That could account for why they felt the need to pinch some 'spare' garden which is actually access to the garage in question. Just speculation but that's how it looks to me.0

I get on well with someone who also parks out the back and he used to rent my garage of the previous previous owners. He said its been like that since he moved there in the 80s. Im pretty certain the council wont install a dropped kerb so its looking like im going to have to talk to my neighbour about helping each other out. Her helping me by letting me get in amd me helping her by not reporting her everytime she blocked me in.
I do not think they will install a dropped kerb either. I would still contact the council and if necessary a councillor or MP to get them to explain their position. They have to acknowledge that the neighbour has encroached on the area outside of their front garden.
If they own the land, they may simply accept that he has acquired their land, they may have allowed the owner to do it, or they may object to the fact the owner has done this. If they do object I would imagine they would expect the owner to rectify the matter and would only agree to the dropped kerb being done at your expense (as you want it done) or the transgressor (as the owner did it).
Another possibility is that the kerbed area is owned by the original buider of the properties (defined in the deeds probably) in which case it may be more difficult.
Are you clear that your deeds give you no rights to access the land you own over this area that has been acquired?
On the other side of the garaged area the owner of left most garage on the deeds appears to have once had a garage but has bricked it up? Has he owner turned it into a brick shed or something? I ask because the owner may know something about the situation as they would have had a similar problem? There was never a garage on the left, there are five garages on the plan, and five houses.
I think it's just a badly designed block of garages, from an era where not everyone had a car, and the pavement was always the same, just poorly designed, and has always blocked the access to the garage.
The pavement actually extends over the complete frontage of the first two garages in the plan anyway, so it's not accurate plan, as in reality it's only two thirds of the first garage.
If not, it's not been altered for thirty years or so.0 -
from the plans it shows that the garages only have access to them.
from what the drawings are and what your picture is who ever built the development in the first place actually made the enterance wider than the plans as the kerb should be also blocking your neighbours garage and only allowing access to owners of the garages.
that kerb is also not a dropkerb but simply a full sized kerb with the tarmac rising to the top of it and has never been moved by the owner to the side, that land would have been owned by the council/highways but may now be considered to be the property of the house with the bamboo maybe worth talking to the original developers or who bought the company out if they no longer exist as it may (massive longshot if you could actually find someone willing to deal with an old development) be possible to have that quadrant of land changed to roadway although there would be high costs involved.

After reading my through my deeds and my neighbours deeds it seems apparent that i should have access to my garage and b
Hers states something along the lines that she has access but cannot park there if she is a nuisance to anyone else.
Spoke to my distict council today and they do not own the quadrant of land but they put me in touch with the county council who are getting back in touch tomorrow to tell me who owns it.
Personay i think im wasting my time going to the council but i want to at least attempt to do things the correct way. I think im going to have to explain to my neighbour that shes really not supposed to park there according to hers and my deeds but i do not want to have to go down the route of reporting her to the police everytime she blocks me in0
