Yes. They have charged a penalty for breach of contract, which is unlawful. They may only claim their losses i.e. £10.
Your mother/father's first line of defence is that they weren't driving, so they can't be liable, and they have you as proof.
Your second line of defence is that only the landowner can enter onto a contract to park on their land, some jumped up scumbag parking company cannot do so.
Your third line of defence might be, as above, an unfair contract penalty.
Somewhere in there you might also get inadequate signage (you didn't see it) allied to unfair contract terms.

It's an inappropriate but accurate analogy, but using the HMC&TS' Money Claim Online service is criminally easy.
I've used it twice, against MINT, the old credit card company, and TalkTalk. Both coughed up at the eleventh hour.
I'm confident that PE will do the same. After their last court appearance, they won't want their dubious business practices subjected to legal scrutiny again.
For the record ...
Parking Eye vs. Smith, Manchester, 2011, 1XJ81016. The judge ruled that the PPC’s demands were unreasonable, were therefore an unlawful contractual penalty and found in favour of the driver. However, as they were unpaid, she awarded the PPC the parking charges of £15.00, not the £260.00 penalty. I've been there as well. For a couple of quid to the local police, if your watch goes missing the day before you're due to go home, you don't get it back, but the cabin boy doesn't have a good week.
But you can speed and park anywhere. (sometimes it costs a few quid later though)0 -

you have perserverence, i wouldnt have the energy to do this.
in an industry where staff are controlled by slave drivers to get every penny possible for alleged parking offences, where they have performance quota to meet or get fired.
The last thing that will happen is for someone to issue a refund for a paid fine.
you will have to go though the small claims court and have a water tight case as well.
but sounds to me like you dont really have a case mate. I've been fined once for parking in the wrong spot. there were two bays one was free to park for resident, and the bay just next to it was pay to park. I missed my spot and parked in the wrongbay and got a 40 quid fine.
just to give you an idea 90% of excuses go along the lines of "i didn't know" or "i didn't see". the law doesn't require parking signs to be displayed in large neon signs that can been seen from the moon. It's the responsibility of the driver to get out and read the small parking notices on lamp posts, and also to check the road markings. It's unlikely you'll win the appeal. Talking of which appeal process is probably closed to you because you accepted their judgement by paying the fine0 -
