WRONG!. Origin or legality of transmission has no bearing on whether a licence is required.

Mmm. Someone else who hasn't read the 2002 Communications Act. You really should y'know.

I can't believe this argument has reared its head again.

Why? It is such a cack-handed piece of legislation, until the fee and licence is abolished it will continue ad nauseum...

Feel free to link to the relevant section because it seems your information is incorrect it may be you are reading it wrong, I donot believe the act you name has anything to do with TV licencing.

You actually mean 2003 and not 2002. I assume that you are referring to
232Meaning of “television licensable content service”
(1)In this Part “television licensable content service” means (subject to section 233) any service falling within subsection (2) in so far as it is provided with a view to its availability for reception by members of the public being secured by one or both of the following means—
(a)the broadcasting of the service (whether by the person providing it or by another) from a satellite; or
(b)the distribution of the service (whether by that person or by another) by any means involving the use of an electronic communications network.
(2)A service falls within this subsection if it—
(a)is provided (whether in digital or in analogue form) as a service that is to be made available for reception by members of the public; and
(b)consists of television programmes or electronic programme guides, or both.
Which appears to be be a blanket coverage that also covers foreign transmission

I have a 1.8m offset steerable dish. It recived Russian channels and a few 1000 more. I would not need a licence to view live russian broadcasts (as they are not licenced for reception in the UK).

HOWEVER, by swinging the dish a few degrees to the left, I get FreeSat, which DOES require a TV licence. The risk to you, is that you have the capability to view UK licenced brodcasts, and it would be up to a court to decide whether you did you you didn't. If the judge having made you swear on oath your usage, if he didn;t believe you - you get done.

Since you cannot easily ensure the equipment is incapable of viewing UK broadcasts, this risk will always remain.

I have the same sort of thing and don't have a TV license, although I have got in writing from 2002 that we wouldn't need one.

All we really watch is C1R (Russia) and GPB 1/2 (Georgia) and occasionally a couple of Ukrainian channels. Kids watch RTR Planeta (Russian kids TV)/Basti Bubu (Georgian kids TV). We live in a rather large Soviet community, so don't need UK TV if girls have friends round etc etc etc.

The letter I have was before the abovementioned act, but TV Licensing have never said anything otherwise, however after seeing this I probably should check!

  • My friend has a dish and receives only Romanian channels to his tv.

The license inspectors came to his house and confirmed to him that he does not need a license.
    ''apply within'' :)

The inspector was wrong or your neighbour lied.

I don't have a license, never watch live tv and rarely even watch catch up since i-player stopped series record - there was a fault, not sure if its been fixed yet.
What about the shopping channels though? I suppose they would count as watching 'live' tv would they?
