Still counts as easy access. Indeed on both the MSE cash ISA and savings page they list other accounts with limited number of withdrawals.csw5780 said:

Important: Rate includes a 1.05% bonus for the first year.This account name includes the word 'Branch' even though the MSE description indicates it can also be operated over the internet. According to the Principality website, this account can only be opened in a branch.This account exists in addition to the 'Online' account but only pays 4.6% rather than 5%.It doesn't explain why the Online account is missing from the MSE Top easy-access cash ISAs list.

I've just noticed the Chip ISA has been reduced down to 4.84%.1
