This must be a record what happened two weeks ago.
Opened a Paragon fixed rate ISA as a new customer Wednesday morning at 9-30am.
Received emails stating application approved and account opened.
Another email with user ID to log in, time 9-50am.
Further email that afternoon at 15-09pm, this time from Charter stating a request had been received from Paragon to transfer your ISA.
Email Friday afternoon 17-11pm (two days later) from Paragon stating ISA transfer complete and funds in your new account.

If they are members of the electronic transfer system it should be instant.
I`ve noticed with Charter if you are closing an account it takes two working days from the request but if you are withdrawing funds it`s the following working day.
You didn`t do any faster with Shawbrook, Friday to Tuesday.

According to Moneyfacts, Paragon's double access cash ISA has also gone to 4.5% (from Monday). Yearly or monthly interest; min £1000; rate drops on 3rd withdrawal; allows transfers; flexible.
I was just about to transfer from Coventry to Newcastle but if a few are going to tick up now...
