The same happened to me with Chip, who delayed transfer 4 times to Trading212, with the most obscurely outragageous excuses. When the transfer finally completed, I received an exceeding curt email telling me never to invest with them again - With absolute pleasure, I won't be. I wasn't the only MSE member to have transfer issues with Chip nor receive such a curt email, either .
Having learnt my lesson, I'm now far more prudent with not being taken in with 'headline / market leading interest rates' from App based providers. BTW, I have all the Apps: Plum, eToro, Moneybox, Chip, Trading212 etc. Of them all, imho and experience,Trading212 is the most decent of the App based ISA's - Polite, useable, contactable, and efficient, I've transfered in and out and am still more than welcome to use Trading212 anytime with all my accounts remaining open for use, which is very welcome and handy as I have a flexible returnable allowance from last year's ISA that I aim to return later this year - A flexible ISA is at times, worth it's weight in gold, especially with the up and coming ISA changes next tax year 🤨.

It's a good rate but as said, you really do need to read the T&C's, so many twists and turns with Plum and it took me over three weeks to get Plum to move my ISA to Paragon. You may be happy with it but I was not.
I choose the rooms that I live in with care,
The windows are small and the walls almost bare,
There's only one bed and there's only one prayer;

When it comes to ISA transfers, it takes two to tango. Mine from Plum to Moneybox was completed in just a few days. During my year with them they removed most of the worst aspects, like interest being credited a month in arrears.
Meanwhile, positive comments about Trading212, while I've been happy with them too, are no guarantee. There is a thread running elsewhere where someone has been given 30 days notice of their ISA being closed for no apparent reason.
In all cases YMMV.

When transferring in to Vanquis, is it done as part of the online process or is it a paper form? If the former, can you select more than one isa to transfer in or is it just a single form at the application process with additional transfers by paper?

I did this before for one transfer but I think I did see options add additional ISA transfer as part of the online application process.
If you have completed the application process, you would need to print off and send the form to request transfer in.
