You are right it's not tiered. If you've got at least £1,000 in your account then you earn 4.27%pa AER on every penny including the first £1,000. That's why in their £1,000 deposit example the projected balance after 1 year is £1,042.70 as 1,000 x (1 + 4.27/100) = 1,042.70

After a very long wait on the phone, Kent Reliance have confirmed the 4.27% applies to the full balance.
Went to do the online application, and Chip aren't listed in the providers. Message says that for providers who don't use the electronic system, that I need to submit a postal application.
Pretty sure Chip has the electronic transfer system. Any thoughts?

There are quite a few ISA providers (eg. Tandem and Cynergy) who limit transfers-in from companies who they say use the electronic ISA transfer service but then don't include the likes of Trading212, Plum and others who do appear to do electronic transfers.
Oddly though, Chip (who you might expect to be similarly excluded) do appear to be on Cynergy and Tandem's lists so it's odd that Kent Reliance don't accept electronic transfers from them, as you would imagine these lists should be similar in theory (if not identical) but examples like yours show this isn't the case and can lead to inconsistencies in terms of the method used when attempting to transfer-in from providers like Trading212 or Chip.

Yes, this one is issue 304. I had previous issue 302.5 with AER 4.55% opened last Tuesday and they released new issue few days later.
