That would be a major over reaction and a total waste of time and money. Seriously you would begin legal action because someone puts a fish tank in a garden and hangs a few pictures on a wall. The property owner would have to declare this when they came to sell and you would take it this far if they didn't comply to your demands. Over something so totally trivial.

One person's filthy tat is another's precious treasure. The more horrible next door looks, the better your friend's house will in comparison.
I'd be having a think about informing the landlord as they are the only party who has any power to do anythig about it. I wouldn't in the first instance be going in all guns blazing and doing anything daft like threatening legal action.0 -
I will be checking out the neighbourhood really carefully before buying my next property. Fish tanks and pictures on walls wouldn't bother me. Warlord neighbours who threaten you with court action for putting your own mark on your own place would. You misunderstand - whatever the legal action is doesn't matter - the house's owner will have to notify all future potential buyers that there has been a dispute with a neighbour (something which all landlords wish to avoid) - that is the power play here, not the potential legal implications.
But you would also need to declare when you come to sell your own house, so you are devaluing your own at the same time. In addition if you are trying to move the neighbour you are declaring a dispute with, may still be there. Very off putting!0 -

The tenant will almost certainly not be there for very long as generally speaking people in rented accommodation move more often than those who own their property. Lots of landlords own their property for long periods of time as it is their business.
The chances are that if you followed Dylan's advice, that you would want to sell before the landlord but long after the tenant has been and gone. So you would be the one disclosing to a prospective purchaser a neighbours dispute and the existence of an impotent landlord who has flaky tenants he can't control, long after the evidence for this has long gone and suffering the financial hit. The dispute would likely to have long lapsed by the time the landlord wanted to sell.
Another one by the way who wants to point out there is no legal remedy for this, so threatening legal action would just make you look a fool. Or a bully. Take your pick0 -
I don't see that your friend can or should do anything about her neighbour's obsession with "customising" his home. Personally I'd rather have loads of gnomes, windchimes, bits of dodgy artwork and sculpture etc, than a neglected house with a garden full of old mattresses, dog muck and rotting wheel-less caravans.0
