To be fair, the OP only seems to be assuming that the tenant has mental health issues.haha yeah I'm fairly sure mental health problems cover it
As even the OP doesnt actually know if she has a actual medical condition, I don't think it is unfair to refer to the person as a lunatic, as they are acting like a lunatic.
We don't know if they have mental health issues or not, so surely assuming they do is just as bad as calling someone a lunatic?0 -

If I were working at a letting agency I would not be able to help her on a practical level to negociate her radiator as I would have responsibilities to the landlord and person that pays for the professional services.
As a fellow human being, if she were a neighbour and I knew she was struggling I would try and help. I'd probably if asked to do anything in this scenario, attempt to get her some help or support.
