    Maybe not a target, but it should be viewed as an easily achievable speed under normal conditions.

    If you'd travelled at 20mph throughout a driving test, on 30mph limit roads, in good conditions, with clear traffic and visibility; you'd likely fail your driving test; unable to control vehicle at appropriate speed.

    In traffic flowing at 27-28mph with appropriate stopping distances; you'd fail again - failed to maintain traffic flow.


    You fail to grasp the point that some speed is entirely necessary to deliver the social and economic benefits of motor travel that are essential in society. :cool:

    Because you said it was a "sweeping generalisation" I had to ask because you didn't really answer the question.
    So now you have answered the question do you agree in Lum's hypothetical scenario that I could have been correct in never exceeding 20mph because of the nature of the road even under normal conditions.
