I have alot of doubt about the poster in question you are speaking about to be honest.
My neice has been trying to get one for months my local Lloyds are adamant they are not available to under 18s.

I've got 3 contactless cards from Lloyds TSB but I'm considerably older than the OP too.
I'd say each is individual though, TSB gave me a cheque book at 14 and everyone said that you had to be 16 at the time. :-)0 -

The Lloyds TSB blurb states that a VISA debit card or a ATM cash card is available for the 11 - 15 years old band as well as the 16 - 18 years band. The implication there is that it's the customer's choice. If that is not true then perhaps Trading Standards will be interested.
Perhaps a written complaint to their head office will get them moving. Most people are afraid of banks for fear of losing their account. Don't be afraid of them. Give them hell because they won't hesitate to give you hell at the drop of a proverbial hat!
