Even if you’ve written and told them who the driver was, it doesn’t make their actions any less unlawful. It just means that instead of harassing the registered keeper, they can now harass the driver.
What will they do to me?
The PPC, then a debt collector and then a solicitor will send you a series of letters. The debt collector and solicitor are usually also the PPC, but using different headed paper. These letters will threaten you with every kind of financial and legal unpleasantness imaginable, to intimidate you into paying.
But, they can't actually do anything, for the same reason that a Nigerian e-mail scammer couldn't sue anyone who didn’t pay them.
What should I do then?
Continue to ignore everything you get from the PPC and their aliases. It does seem counter-intuitive to deal with something by ignoring it. Eventually, they will run out of empty threats, and stop throwing good money after bad.

doe any of your original letters fdorm them mention railway bylaw 14? if no then ignore - especialy as youve made the offer to pay for your parking, if it does then you may need to take further advice.From the Plain Language Commission:

I do not know if I have the correct code for posting copy of this letter (I blanked out our address and the references)..but if not, this came today anyway.....from Newlyn Debt Collection Ltd saying they have been instructed by NCP to recover the outstanding PCCN (for 129.00)
Continue to ignore? (We still have the original paid-for ticket in the teapot for safety!)0 -

You should just be playing snap with these letters by now. Compare them to our second to top thread 'PPC letters & threats' and if not listed under 'your' PPC then look at any others which use Newlyn. They are ALL there in pictures already.

Thankyou Coupon-mad..I finally found my way to the sticky after wading around in the mud for a while, just after posting earlier!
The trouble is, I allowed myself to google and, of course, you then read certain things where you are told to lock your doors and windows and move the car away in case the bailiffs call...and then my excitment at ignoring these letters began to waiver just a little...but I will keep on ignoring them...am going to train my cats, ducks and hens to go for the jugular at a single command, just in case ;-)0 -

The bailiff thing is only for REAL parking tickets when people have been daft enough to ignore a real Council PCN and think it will go away.
Truth be told, most of them can be appealed and won but some people think they can bury their heads in the sand and then you get the forum posts like you saw, about hiding the car from bailiffs. The confusion arises in your case because 'your' debt collector is Newlyn and if you Google them you find them mentioned as bailiffs as well.
Yes they have a bailiff section too, which does enforcement for some Councils AFTER a person has not paid a COUNCIL PCN and has missed deadlines to appeal or pay. Newlyn has a pretty dreadful reputation online but which has zero to do with the pen-pushers who are getting to computer to issue your toothless threatograms. All those 'Newlyn bailiff' threads have nothing to do with FAKE 'tickets' and their debt collector threats. They are just a scam, honestly, all hot air.PRIVATE 'PCN'?
