Whats to stop someone not paying at all and when they get a fine stuck to their window they just chuck it away and ignore all letters?

Nothing, but this forum never suggests not paying for the parking charges of the landowner, its just the penalties they charge if you don't pay the forum says never to pay.

Nothing. However, we never condone non-payment or overstaying in a pay car park, etc.

Assuming that the signs created a fair and legally binding deemed contract between the car park owner and the driver upon entry to the car park, non-payment would breach that contract, and the unpaid parking charge would be a legally enforcable debt.

The private pay & display system does rely usually on the honesty of the driver. 99% are honest. That can't unfortunately be said of the companies running the car parks.

Mark, they could easily stop all evasion by putting up ticket operated barriers at entrance and exit. Most of the time they won't do that as it would deprive them of the nice little earner from issuing the charges for often imaginary or inadvertent infringements.

Barrier control would only stop the infringement of parking for longer than you have paid for, they will still be able to make up imaginary infringements of parking 1mm outside the white line, parking in a "blue car" only bay etc.

Not with the "pay on exit" type where you pay on the way out on the basis of a ticket which you took to get in and which has your arrival time.

Blue cars only parking spaces were outlawed by the Colours Equality Act.

And most P&D car parks have good signs. They have to maintain an appearance of wanting people to pay. They couldn't get away with a sign with 13mm high lettering, On display in the bottom of a locked filing cabinet stuck in a disused lavatory with a sign on the door saying ‘Beware of The Leopard’.”

  • It has only been 1 week since son's ticket problem reared it's unwelcome head - so we have a wait yet before we see where this situation is going. I will keep you posted as and when we receive letters etc. on this thread, if this is acceptable, rather than starting a new one. XX
