While the ticket itself is going nowhere, I would have to say that there MIGHT be some problem making a case that even a disabled person would take 3 and a half hours to do a shop... though whether either of the prospective defendants would fancy testing that in court is a moot point...0

I think it would depend on what the 'usual' time limit is and whether the car park is also provided for people to use the local shops etc.
If the usual time limit is 3 hours then for a disabled person to take half an hour longer is no problem - but I take your point, if the time limit is less.
But the main expectation with a case like this is that the large Supermarket in question would be horrified at the thought of a disability breach case and would cough up out of court I suspect. As you say I can't see either defendant wanting to test it in Court.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

3 of cp plus 3 off Debt recovery plus and then they seem to run out of paper and evelopes for some strange reason :rotfl:PPCs say its carpark management, BPA say its raising standards..... we all know its just about raking in the revenue. :eek:0
