If your going down the payment route you pay them not a penny more, and not a penny less than the standard parking rate, as a full and final settlement.
you then state that the matter is now closed any further comunication other than an acknowedgement letter together with an apology for the admin error in issuing a penalty charge/fine ( as private companies cant do this) will be taken to be harrasment.From the Plain Language Commission:

Anyone who gets this 'parking charge' should NOT pay it and DO NOT contact them at all. I got one of these over 18 months ago, it looked really official and you do tend to think 'oh I better pay this' but please DON'T!!!
I ignored it, never made contact with them to acknowledge it whatsoever, they then sent me another letter with a photo of my car which looked lovely. My 'fine' increased because I ignored them, I ignored that as well. Then I got a letter from'Graham White' solicitors demanding payment 'or else' so guess what? yes i ignored that too. I then got a letter from Roxburgh solicitors saying that unless I payed I was going to court so have a guess what I did? yes I ignored that as well. I made no contact with these poor excuses for human beings and that was like I said 18 months ago and I have not heard a thing from them since!
The moral of the story is DO NOT PAY THIS 'PENALTY CHARGE', TOTALLY BLANK THEM AND AFTER A WHILE THEY SLITHER BACK UNDER THE ROCK THAT HEY CAME OUT FROM. They WILL NOT take you to court as if they did the court would immediately throw their case out.0 -

Just had a 'invoice' for parking at St Peters Retail Park in Mansfield - I was there from 19:13 until 19:59 they have photographic evidence of this! However, I honestly did not see the Pay and Display signs or the Meters! I just parked and dashed into TK Max. Do I pay or not - I was obviously in the wrong for not getting any ticket from the machines at all. Genuinely didn't see the notices or the machines - havn't used this park before. The fine is for 80 (pounds) paid by the 27.06.2012 it is $50 (pounds, american keyboard)
Any advice would be great

Technically you owe the pay and display amount, so you could make a full and final payment for their losses, which is a pound or so, but as you probably get that off your shopping there is no loss.
Parking Cry are very easy to ignore though, their templated letters threatening holy damnation will not result in them taking you to the small claims, the last time they went there it cost them almost £5k , so it's not likely that they will take that step again.
They will get your details from the dvla, they will get debt collectors to write to you if you ignore them, if you do nothing they will give up and try and find another victim.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

Nope, even though you were technically wrong.
Do not pay and do not be fooled into thinking there is an appeals procedure either - it's just a phishing procedure for their benefit to gain information to scare you even more. It's all just a scam.

A barrister on thesecond link says ''This is a private land fine. They are unenforceable. This is not a parking fine however it may look. These companies are private firms that have no more right to punish you for the manner of your parking than your neighbour does. Only the police or the local Council can do that.''

Don't worry parking pie tried to charge an ambulance responding to a 999 call in a P&D car-park next to a shop for not paying the parking charge.
If you don't get the money refunded at the till, then the landowner has suffered a small loss of whatever the P&D amount was for the time you spent in the car-park, but it is the landowner who will have to sue you to get the money back not some 3rd party company.0
