It would actually be based on private sector regional pay (i.e. public sector moving in line with the regional private sector), so London and the South East potentially getting more and the other regions less. It has nothing really to do with cost of living after all private sector workers here manage to "survive" on a lot less than the public sector they pay for.

It's also difficult to argue that London and the SE have a lower cost of living than Northern Ireland. They obviously don't.
