That looks like a standard wording to me so where and how does that exclude visitors?
The document to read - because it summarises the basis of planning permission as far as parking is concerned - is the transportation assessment - Click Here (Opens as a PDF). This shows, at 3.10 (top of page 17) that there is a total of 336 spaces on the development and these are allocated to the accommodation with no obvious allocation for visitors (or at least stated as such). That is not to say that spaces cannot be used by them and to suggest otherwise is a nonsense - based on that assessment.
I would make an educated guess that the reason why restrictions are being considered is because of the proximity of the development to the town centre but even that seems something of a stretch.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Just a quick update for those who are interested....
The scheme has been postponed for 2 weeks as the PMC didn't have planning permission to put any signs up in our area. A chap from our Facebook page contacted our local counciller and has got the developer to concede!
It looks like we have period of grace before any hair brained scheme is put in place!

That gives you two weeks to organise the civil disobedience! What has happened to the British spirit, we seem to have become a nation of sheep, putting up with every indignity we are subjected to. To defeat this you only have to refuse to co-operate with it.0

Slight digression, I was told a few years back about a scheme thought up by the Spanish authorities to discourage speeding, if you went too fast along a section of road it turned a traffic light red in front of you to halt your progress.... naturally the locals put two fingers up at that one and ignored it... unfortunately the problems came from the British ex-pats who actually stopped at these bogus red lights and had people running into the back of them as a result.. true story but are we seeing the same attitude here0

I couldn't fit it all in between them, getting my nails done every Thursday; running the hot-tub; getting my nasal hair restyled; taking Mackenzie to his voice coach and young Princess to her play-dates. Sorry to be a party-pooper but 'nuff said. Far too many people have a degree of comfort which means they don't have to become involved and couldn't really give a sh*t until it comes to visit. Then, of course, it has to be solved in an instant - like taking a paracetamol.
I became so bored with TV about five years I stopped watching it and I feel more informed than I ever have been. When we visit friends and occasionally they feel the need to put the box on I am so pleased I gave it up. The TV really is a weapon of mass distraction.
Sadly, even the radio is now going the same way.

But the point is this scheme is not welcomed or needed by the residents at all and you can all decide not to recognise it. Stop it dead now.
Never mind short-term stalling tactics.
Mark my words, if this firm is allowed to start 'work' you will all regret it and they will have a contract for at least a year. Now is your chance, with a residents' meeting as well, to explain to people what this is all about. Print out this thread and give people the URL link to it, and to the Watchdog clip about PPCs (top thread).
Tell the Managing Agent or Developer that you do not accept any permit scheme and point out that you cannot find anything to say that visitors' cars cannot park there. Quote what MaDMaX** found:
''The areas allocated for parking on the submitted plan shall be kept clear of obstruction and shall not be used other than for the parking of vehicles in connection with the development hereby permitted.''
There seems to be nothing about visitors cars, second cars, and in any case a visitor is 'in connection with the development' (i.e. the flats).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
