But he is not blocking access, he is on the 'drive'. Not the same thing as blocking the drive access to the highway.
 As I said, no obstruction
The parking area is not classed as a road in this instance.
 Opps, shouldn't speed read!
No idea what happens then lol. What is pi? Where did it come from?0

No I didn't, the highway is not being obstructed. All vehicles are on private land OFF the highway. You've missed section 137 of the Higways Act 1980, ie, wilful obstruction of the highway. This is a system account and does not represent a real person. Okay when you word it like that, no.
But it is blocking my access to the highway, causing an obstruction.
Police have called again to say they haven't had chance to send someone out yet, but will do so.
Have contacted landlord, no response from him although I know he works during the day.:cool:0

All obstruction regulations/laws apply to obstructing the highway and not obstructing access to the highway.
As a matter of interest, what happens if your car is at the rear and the person at the front has gone away for the day using other transport or even is at home but has been drinking? This is a system account and does not represent a real person. Okay, what would you do in this situation then? Car is still there, and all my plans for the day have gone out the window as of 9am this morning!
 Taking library books back? No.
Getting more books from the library? No.
Printing work off in the library? No.
 Paying a room deposit? No.
Going to my parents for dinner? No.
Maybe i'm thinking extreme.. what if it's there tomorrow when I need to travel 22 miles to work?
So fed up I have never been 'stuck' in my space by my neighbours. I usually I park outside my house (but couldn't a few days ago, only reason I am parked there). The only person who uses other transport to work always parks at the back. Then there are 2 more car owners, one parks outside his house and the other will park where I am now or in front of the person who gets the train to work. Has never been a problem, we all get along/ have one another contact numbers.. I have never been 'stuck' in my space by my neighbours. If someone is too ill/ drunk to move their car then I can reverse it onto the road. Park. Move my car onto the road. Park. Put their car on the drive. Leave  I have had to get my neighbour to do this for me when I was ill.:cool:0

In your diagram in the original post, is it correct that the 2 cars who park up to the house first can get blocked in my the 2 cars behind?0
-
Roll up a duvet, put it between the two cars to prevent damage and push it out of the way (make sure its not an auto in park first or you may damage the autobox).
Note if you do it, it's at your own risk.0

Very surprised that your local force was going to send "someone out" as it isnt a police matter - do you know anyone who could "block in" the offending vehicle for you and leave a note on that vehicle with your address on saying something like "pls knock at number X and vehicle will be moved" That way, the offender has to come to you 0 0

I find it mind boggling that a complete stranger can dump their car on your drive and it's a "civil matter" so effectively there's nothing you can do about it!0

Yes this is true. But it has never been a problem, we have 7 'spaces' and 4 cars. In fact being technical we have 3 spaces at the front, 2 at the side but we can squeeze 4 cars on to it.
If some random stranger parked on your drive (whilst your parked there, meaning you can't leave) on your property, you'd be pretty peeved to :P:cool:0
