Any nationality staying in Scotland and entitled to vote in Scotland will get a vote.
If you are on the voters roll in Scotland here or anywhere else you will get a vote, outside Scotland would be by proxy i would imagine.
If you are Scottish living in England not registered to vote in Scotland you will not get a vote.
Basically you need to be on the voters roll in Scotland to get a vote.Vote YES to Scottish Independence in 20140 -

Quite happy for them to have a vote for independence but definitely not for one that says "We did not get independence but you'll have to pay us billions more so we can have devo max". We voted so its doneI'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

OK, help me out here, I do not understand why England, Wales etc would not get a vote. We are the United Kingdom at present, why should only the Scottish get the vote to split the United Kingdom? Does this not affect everybody?Don't Panic - and carry a towel

Possibly not, as the Scottish Goverment allegedly do not have the authority to use the complete register of electors for such a purpose, and would have to use the edited register used by marketing campaigns etc.
Brian Soutar tried a private referendum on Clause 28 several years ago.A kind word lasts a minute, a skelped erse is sair for a day.0 -
