I'm assuming that this is a photocard license? Either way, just contact dvla. They will void her existing license and send a new one. You will have to pay I ecieve...0 -

Still commit the offence though. Your confusing it with taking things further.

You only commit the offence if you subsequently don't produce the licence in the alloted time.
But since driving licence validity can be easily checked on the PNC these days its a moot point.
