No "orange" frame here either.

I think it might do that in Google Chrome though?

Can't test in IE, as I don't have that.

Maybe it depends on which Chrome version, theme, OS etc you are using?

I've definitely got orange.

Anyway, orange, blue, pink, whatever, that effect is presumably what The Forum Manager was referring to.
