my mother received one from ANPR despite having a disabled badge for overstay, teh sign says Disabsled Blue badge holders exempt
have told her to ignore, but have written to them, asda store, head office, bpa and mp stating they are not operating to fair code, penalising unlawfully and causing extra stress witht their threat and harrassment to disabled people by making them have to jump through hoops

print out the judgement linked below, which confirms private parking companies have no legal authority or offer parking on land they dont own, nor to pursue motorists for there ridiculous illegal charges:

Then print out this one, that confirms that landowners are vicariously liable for ALL the actions, legal or illegal, of there agents, the parking company, and cannot just claim "its nothing to do with us".

Then post it to the guy in ASDA. Point out the invoice is illegal and unenforceable, a tell them if you receive any more harassment regarding this unlawful, unenforceable invoice you will report him, as a representative of ASDA ,and the PPC to the police for harassment under the Protection from Harassment Act 1997. You could also mention you will be sending copies of all documents to the local newspaper, and will never shop at an ASDA again.

Most disabled persons’ parking bays in off-street car parks (such as supermarket car parks) are not covered by Blue Badge scheme regulations, which only apply to public highways and publically owned land.

I like this bit towards the end of the article:
Is my parking ticket real or an invoice based off contract law?
Real parking tickets are entitled Penalty Charge Notice” or “Excess Charge Notice” and will have the council’s address on them. A police ticket will be called a “Fixed Penalty Notice” and have either a police or HM Courts Service address on it. If it’s not called one of the above and it’s got a private address on it then the chances are that it’s a ‘ticket’ from a private parking company and ought to be treated like any unsolicited invoice.

Thanks for the kind words - I know too many people who have paid these without thinking, and they do create real panic with people who dont get they are just speculative.
As I have been starting work on this site its been great to have an outlet that helps local people - so thought I would post it on here as MSE has helped me enough times in the past

I got one of these today so will be waiting for the next 6 so I can play bullsh1t bingo.
I presume they can't clamp your car for this if you park in the same car park again?
The driver, who is not being disclosed, overstayed by 15 minutes in a 2 hour free car park. Shop and car park were both busy apparently so time was wasted on entry, on shopping and on exit.
Have a camera photo of car entering and leaving car park. Two hours and 15 minutes between these times.
Have no intention of paying these scammers. I will ignore all correspondence for these unenforceable invoices. After all, the registered keeper isn't necessarily the owner and the driver and the pretend contract is with the driver, whoever they were. And I am not telling them who the driver is, the law states you don't have to. You can't tell from the entry photo and the exit photo is the rear of the car.
I think I will shop in Tesco in future. Sorry Asda, trying to rip off a customer is not a good idea.
