Of course and its pretty obvious why. Let the dog out and then call it and it comes, let the cat out and call it it either hoists two fingers or ignores you. Cats can't be controlled in the same way as dogs.

Depends on training. A previous neighbour had a dog that just wouldn't come when called, we lived in a very rural area with livestock nearby so this was not a good situation. If our cats are within sight of us and we call they come. If they are off over the fields and we call they come but it takes a little longer. When they even think about scratching the furniture a 'no' will stop it. The problems we have with them now is because for certain things OH spoilt them as kittens and I can't now break the bad habits.0 -
