More importantly if you have a UKCPS new PCN now, they are banned from getting DVLA data so do not appeal and no letters can be sent (at the time of writing this at the end of 2016).

I just got one (UKPC) on my windowscreen because my back wheels weren't fully in the parking bay space. Nearly empty Sainsbury's car park at 6.30 pm. It happens to be a bay where the lines are drawn at a different point and I suppose if the car park was jam packed it possibly could effect manoeverabilty. I read the notice it says cars must be completely in the bays. Not sure what to do. twitter? I know if I complain to Sainsburys they will deny they have any power etc etc.0

Just ignore these clowns. Just ask yourself what actual material loss has the landowner suffered by your wheels not being fully in the bay in an empty car-park? No wonder these PPCs are a laughing stock and are beneath contempt.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
Although if saibsburrys gave permission for the parking company to operate sainsburys are jointly liable for the actions of their contractors, in this case the private parking company.From the Plain Language Commission:
"The BPA has surely become one of the most socially dangerous organisations in the UK"0 -

Sainsburys are vicariously liable for the actions of their agents, the parking company, however much they may claim otherwise and try and hide behind them, heres a recent court ruling confirming this fact:

They are all or have been suspended from accessing the DVLA database for gross misconduct!
