You know - I'm now expanding my campaign past G24. I've added PE to my list of targets - I've sent them a nice email suggesting they are worse than the looters and inviting them to contact me ! Let's see how brave they REALLY are :rotfl::rotfl::rotfl::rotfl:

As I've posted before this description contains elements that are correct and some that are incorrect (Sorry). True enough PE do not have ANPR if by that term you mean a system equivalent to that the police have.

What they have is what is marketed as VNPR - Vehicle Number Plate Recognition. This is essentially infra-red illuminated CCTV cameras linked through the VNPR software that "reads" number plates recording these (through OCR) in a rolling text log file together with the stills of the number plates. Such systems are readily commercially available.

The logs can be used to produce a variety of standard format reports including one that produces a first in/last out report. They then use this report to scoop up those who have overstayed and apply to the DVLA.

What they are not doing is using a journal report that details all of the movements of each vehicle. If they were to use this report they would be able to eliminate most false positives. This type of report is just as available to them as the one they are using unless they have a really really basic package which I suppose is likely. Even then there would be nothing to stop them running the data (they can export it in a csv file) through Excel to produce a more accurate report.
So it would be simple (but not for me) to program it to collect any duplication of numbers into a separate report.
I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.

To all those people who visit that car park please do what i do and print off what is below and stick it on as many car windscreens as you can. The only way we are going to defeat those PPC scamming scumbags is make people aware of their extortion racket.

PRIVATE PARKING TICKETS - DON'T PAY!
IT IS NOT A FINE! YOU HAVE DONE NOTHING ILLEGAL!

This is an information page for the thousands of people who receive "tickets" from private companies in the UK ever day at supermarkets, retail parks, and in any other privately-owned carpark.

We are NOT encouraging anybody to openly flout parking restrictions on private land, or to refuse to pay reasonable charges for parking. Landowners have a right to make reasonable charges for the use of their land.

For advice specific to your case, you should visit the forums at http://forums.pepipoo.com or http://www.consumeractiongroup.co.uk/forum/parking-traffic-offences.

    http://forums.moneysavingexpert.com/forumdisplay.php?f=163

    1. What you should know about these companies

It is important to remember that private parking companies (or PPCs as they are often called) have NO OFFICIAL POWERS - that's right, none at all! They give out their "tickets" on the basis that you have seen the signs in their car park and that you have therefore agreed to a contract obliging you to pay a certain sum of money.

    2. What happens to people who don't pay?

In 99.9% of cases, absolutely NOTHING! The company pays the DVLA £2.50 to get your address, and then sends lots of threatening letters. In the main, these letters can be safely IGNORED. The only way the company can actually force you to pay is by taking you to the small claims court, which costs them even more money. And they are by no means guaranteed to win! And they practically never do.

The two main reasons for this (among others) are the following:

    - Only the person DRIVING the car could ever have agreed to any such parking contract. The company can only get the Registered Keeper's address from the DVLA: you don't have to tell them who was driving.

-Many of these charges are so extortionately high that they constitute a penalty, which is unenforceable in a consumer contract.

    3. Can they affect my credit rating?

NO! The only way your credit rating could be affected by ignoring private parking companies is if you were taken to court, lost, and then still refused to pay. But they will not take you to court.

    IN SHORT

The vast majority of the time, you can safely IGNORE tickets from private parking companies, they are not official fines.

The vast majority of the time, you can safely IGNORE the threatening letters, including those from debt collection agencies.

You DO NOT have to pay a penny of your hard-earned money to these companies. Remember that the chances of being taken to court are very slim indeed.

    DO NOT IGNORE COURT PAPERS!
If you receive real court papers from a private parking company (very rare) then you should go to http://forums.pepipoo.com or http://www.consumeractiongroup.co.uk/forum/parking-traffic-offences for help defending the claim. Do not be afraid to sign up and ask questions regarding any paperwork you are not sure about.

Don’t believe the above? Watch a solicitor on Watchdog advising you what to do with the scam invoices.

    THEY ARE NOT FINES

Only the Police, Courts or Council’s can fine you. NOT a private company, please remember that.

It is apparent that should Schedule 4 of the Protection of Freedoms Bill be enacted (sadly quite likely) then PPCs will pursue keepers in ALL cases as they have no way of identifying the driver.

However a condition of pursuing the keeper which is in the schedule is this :-

    "
A notice to the driver must be given before the vehicle is removed from the land in question (and while it is stationary) by affixing it to the vehicle or by handing it to a person appearing to be in charge of the vehicle."

BYE BYE PARKING EYE ...anyone wanna buy a second hand "ANPR" system ?? :rotfl:

Yes, APCOA are on the lookout for their airports....

...or was that a PPC too? Can't remember, their links to the marvelous and effective Roxburghe and not to mention Graham White solicitors make me think they are higher than the government! ;)

    ...on drugs!

I wonder what will happen whan all the North Wales taxi drivers and companies start getting these tickets, as they are on and off the area all day. I will be contacting the North Wales to point out the errors of their article, and try to get them to do a real investigative story. But knowing this ad rag I am not holding my breath.

This has been addressed on Oscar's Blog in July:

  • I have today received my fine from Parking eye, with all the info about when I pulled on car park and when I left!! I pulled on car park at 12.48, ok I popped in a shop forgetting to purchase my ticket, was in said shop for 5 /10 mins just browsing, came out and suddenly realised I hadn't purchased a ticket,( this is a brand new scheme at this car park, before you obtained yout ticket on entry and paid when ready to leave) I waited in que to purchase a ticket ad paid for 2 hours (ticket purchased at 1.05 and was paid for until 15.05. Ok we were 10 mins late getting back to car. But laughed it off and pulled off car park. I know wake up this morning to a fine of £80 but if paid by 23/8 it goes down to £50.
    Do I ignore?
Please help. I do worry about things like this and cant possibly afford it. :(
