i take it you do not have children ?
whilst I've seen nicer ones that blend in better, a stair gate is the norm these days where there are toddlers in a house

No I don't have children but I am well aware of stairgates etc. That gate doesn't look like it fits the bottom of the stairs and has a lock on it and nothing to lock it to....wouldn't be much of a child deterrent if it swings open all the time - it looks too big for the stairs.

It looks too big for the stairs because of the EA's wacky lenses, there is a bolt on the gate which probably/possibly fits into the newel post.
Might be to stop dogs going upstairs.0 -

But the dogs would already be upstairs if they got to the gate - would be easier just to keep the door to bedroom 2 shut to keep them out
