14000 litres is a lot to use in one day.
That's about double the expected use per day for an average household.
I'd have suggested a leak, but obviously not in the space of 2 hours!
If your water company has confirmed there are no leaks on your property then it shouldn't be your responsibility. You need to find out exactly where your private sewer runs to (on deeds perhaps?) and get a meter put on that boundary. Anything outside your private sewer is the water co's responsibility and they can't charge you for it.

Anglian Water will have records for that pumping station - do a Freedom of Information request on them. The Environment Agency regulates the water companies' assets, AW should be keeping records for that site, and the sites are often monitored by telemetry so that the main control room knows if there is a problem at remote sites. There will be a record of any site visits too.
If AW are cleaning/ doing maintenance at the site they could be using large amounts of clean water - if your meter is the 'wrong side' of the junction in the pipework then that could explain the spike. Ask AW if they visited the site on 9th June (they will have records for the engineer). This might help prove your case.
Get OfWat involved a.s.a.p as well if you can. They should be able to give you some advice too.

Its not 14000 litres in 2 hrs its over one 24hr period. I dont think 14000 ltres is the average consumption for two days either!
that works out at 128.2 gallons per hour!!!
I spoke to anglian water and they stated it was essex and suffolks problem and said..rightly I think...that records for pumping stations are not available due to security. That sounds prob right as they do represent a viable target and they dont give out info regarding site visits etc...
I cant see how anyone who quite frankly isnt bonkers cant see that consumption is just stupid....0 -
except essex and suffolk who think that I have stood there with the tap running for 24hrs or been filling up my own personal ocean!!!!!!!0

and there def def def ......is no leak... they6 have confirmed this 1000%... the property is leak free.... it is just this on spike for 24hrs that is pushing my water bills thru the roof........0

Your MP should be able to request the information though, this is why I suggested you go and see him/her. They usually have open surgerys and you can make an appointment or just turn up. Have a look on their website.0

I dont think they can... Im not being obtuse but I work in this area and its a need to know thing. If details are released they eventually get lost and can end up in the wrong hands. Anglians arguement, again quite rightly I feel, was that that consumption is completely ridiculous and that essex and suffock can request the info (because they are vetted) but even if it is not the pumping station the meter should be removed if the consumption cant be traced.

I'm wondering if any local farms are taking water from your pipes to fill animal tanks in the fields around you. This might have been going on for years before you moved in, and before any water meter was installed.0
