It's a b*st*rd but with no proof of delivery yes you have to give a refund. Check the guy's feedback, he might be genuine but it's more likely he is robbing you, in which case your only chance of getting satisfactions involves turning up outside his house with a baseball bat. Sadly Ebay no longer require proof of residency so you can't even be sure where he really lives.

I'm sorry but I think threatening physical harm even as a joke is well OTT in this situation. Post referred to the forum team for review.

Also everyone seems to be assuming that buyer is a scammer..yet without proof of delivery no one can be sure it has arrived. Aren;t we all jumping the gun a bit here? Are people suggesting that merely putting something into the post is proof that it was received by the recipient? If so then buyers really need to rethink whether buying anything that needs posting is a good idea.

They do however send a reminder and per Pepipoo accounts will accept a late submission if you state that the original was not received.

So, if you believe posting equals receipt I assume you only shop locally where you can collect your goods and dare not venture anywhere else.

Thank heavens that some selllers understand that the post generally is not 100% guaranteed, as Royal mail themselves are able to confirm.

I was an early with my reply, but never assumed the buyer was a scammer...I am always amazed at how many people do not know the basic rules of protecting oneself though when selling via ebay (or indeed, as in this case, using the postal service at all!!).

Wow this thread is like a parallel universe. In fact several Universes all discussing different Paypal rules. A lot of posters seeming to forget which universe Paypal are actually in.

Debt collectors cannot add £200 onto a debt.

This is true and something people often misunderstand. Only after it has been to court and found against you can any more be added to the debt.
Debt collectors prior to a court case can put extra money on top but you aren't legally obliged to give it.

My advice would be to contact Paypal and make them an offer to repay the amount owed.

Other alternatives would be to ignore it and ignore any debt collectors and ask that it be taken to court, if it does go to court put your case and see what happens, be prepared to pay court charges if found against. As others have said it's debatable whether you would be taken to court for £200, there has been similar threads on here where Paypal (or possibly Ebay) have successfully sued someone, a company can take legal action irrespective of where in the world they are based.

Paypal can only take someone to court in The Grand Duchy of Luxembourg, where they went to avoid UK legislation and UK taxation.
