OK, Graham White now saying that my Mrs is ( by Law) obliged to give them the name of the driver.

Thoughts, they have her home phone number - hassle, hassle, hassle....

    What "law" are they quoting.

If they ring tell them that the "debt" is expressly denied and as such OfT guidelines prevent them from taking any further action except to refer the matter back to their client the parking company.

Remind them that any further calls and / or letters are harassment which IS a criminal offence.

If you like a laugh you could also ask them why the Oft are minded to revoke their licence ???

PS If you can tell us which law/rule they quote re naming the driver ..we can tell you how to make it clear to them that they are lieing about that to ..which is nothing but FRAUD. !

They use a backstreet call centre that also sells timeshare holidays, it is staffed by minimum wage kids reading from scripts.
Now Kids dont like to be lambasted over personal appearances, I have found that rude vulgar abuse gets you put on the Ignore call list.
It is your phone, stay in charge of the call.

For those of a more nervous disposition here is how to get rid of roxburghe telephone calls :

Hello can I speak to so an so please
THIS IS WHERE YOU TAKE CONTROL:
YOU: Please state who is calling please
the script : we are calling in relation to an out standing....BLAH
    Stop them mid sentence
YOU: Excuse Me I have just asked you who is calling, not why, can you state your Full Name please, YOUR name not the companies, some will give you a Christian name, YOU demand All the Name, At this point they start lagging about data protection, if they do give you a name, you go on to ask for the callers home address, they refuse, you state
I am Sorry but you have Failed "security checks" and our policy states I must terminate your call as a security risk.
Expect 2 more calls the same and they give up.

Amar told me he needed to speak to HER, Data Protection etc etc...

    I replied ' you're chasing for money aren't you ?'

Amar said 'no, I have some good news for Mrs ...... '

So, she phoned them back ... they ARE chasing for money ( what a surprise).
