Vodafone unlocked mine for nothing. Ask her to call o2.

It's quite easily done if you're unable to get it unlocked directly from the network provider, millions of guides and tutorial videos on sites such as youtube0 -
If the contract as ended and your daughter as took a new one then she should be able to get it unlocked by O2 it may be free in some cases the worst way out is it will cost you £15 and that by O2 just ring and ask

As an aside are you aware that the iphone uses a micro sim as opposed to the standard sized sim?
Network providers like you to purchase a micro sim off them as they seem to charge more for the privilege but it's relatively easy to trim a normal sized sim to fit using a sharp pair of scissors.
If you decide to do this, I'd order a few 'free' PAYG sims via one of the cashback sites to practice on.0 -
HELP I have just bought an iphone 3gs on ebay and it is locked to orange.
I am currently on T mobile and as they used the same network .....I assumed that a T mobile SIM will work on a locked orange iphone? It seems that I may be wrong?
What should I get the seller to do BEFORE I get him to post the phone?
Do I only need the IMEI? if not what else should I get from the seller?

If the Iphone is locked to Orange then you will need get it unlocked by Orange. You will probably need to buy a pay as you go SIM card and load it up with credit. Then request it be unlocked by Orange. Apple will not be able to unlock the phone!0

In nearly all cases you need to get the network to unlock the phone. It is possible using Cydia but is painful since Apple have started to lockdown the baseband.
Vodafone did mine for free, and Orange charged £20.0 -
Here are some videos showing you how to unlock for the following UK networks, they apply to any mobile phone in general including iPhones - some networks have time or expense limitations such as minimum of 3 months paying £X amount per month on PAYG or £X amount of your contract etc...
