Indeed. I've been in dialogue with MSE Martin for a while about the level of bullying on the MSE forums as a whole, you can discuss it in this thread here. In the meantime, all we can do is report and hope the mods do their job, although they seem to think bullying is tolerable.

Hm, I called PayPal, told the guy the whole story. He seemed like a knowledgeable, helpful guy and said that I should continue with the eBay dispute.
To be honest, the dispute automatically wins in my favour if the buyer doesn't reply to it within a day, which I'm sure she won't.
And what happens if they do respond??
You are missing the point. You are going to give someone a non payment mark when they have tried to pay you. This obviously is unfair on the buyer.

IF they respond (very slim chance) then I will tell eBay exactly what has happened, that no payment has been received, and that I am following the precise instructions of PayPal staff.

It's like this: A person is trying to get a drink from a vending machine. They put the money in, but the money keeps on coming out. I'm afraid that's complete rubbish. The buyer ordered and paid for the item. It was you who gave the wrong details and stopped the payment going through. If you had then set up the other account within 30 days, then the money would have been in the account. So it is down to you that you haven't received the money.
So to sum up, a buyer has paid for an item, but had the money returned (although they probably don't even realise this). So they are within their rights to expect delivery, but you haven't posted it. There are ways to get buyers phone numbers on ebay, but it sounds like you haven't called them to explain.

But when you put in the new email address it came up print postage that doesn't happen unless payment has been received. There is still something wrong & it's probably down to you not having the correct address.
Put yourself in the position of your buyer, you win an item, you pay via paypal as soon as you can. Then you wait & wait & wait until the seller sends you some story about you needing to pay again, to a different email address after cancelling the first payment. You would no doubt be suspicious & ask for your item to be sent as soon as possible, as after all you paid for it a while ago. You would also no doubt have opened an INR case.
This buyer doesn't seem to have & yet you are hoping that they get a NPB strike, the only reason that you couldn't claim the payment is because you made a mistake & they are going to pay for it.
They may not have internet access, in some countries internet isn't widely used at home. If English isn't their first language they may not understand what you want them to do. After all it's taken some time for you to understand it & I'm guessing that English is yours.
You could have gone onto the help pages on paypal, the links I put up earlier took me 2 minutes to find.
I think that you opening a NPB against her stinks & I do hope that Paypal or ebay whoever it is open with, throws it out.
