there is also a good set of general rules to test a mail if you are unsure
1. If it urges you to pass it on, its probably a hoax
2. If it threatens dire consequences, its probaby a hoax
3. If you have heard it elsewhere and with different names, its probably an urban legend
4. If it has a beginning, middle and end, its probably an urban legend.
5. If it happened to a friend of a friend, not the person sending, its probably an urban legend

If it were to be introduced, my objection would be that the overheads built in, including mobile phone and other provider companies' costs and profits, would probably mean it would cost three times as much as necessary, so keeping taxation on fuel instead would be rather more efficient in collection terms.
But it has been posted on here to the level of spam, especially in another board a couple of days ago when four people in a single day posted threads that began with I don't know if you've noticed or heard ...0 -

Try a much more specific search like 'uk car tax petition'
Or you can try to find other sites - if you put in the words 'urban myth' or 'hoax' or similar you can build up quite a store of useful sites. There is also a good one for medical stuff called Quackwatch - but I'd give it a miss if you are into alternative therapies its not very understanding about mystical stuff.0 -

Whether it's a hoax or not is irrelevant, what is more scary is how many people have jumped on the bandwagon without being aware of all the facts and figures.
