It's not a nice idea at all. The banks have managed to move the onus of proving fraud onto the retailers and the bank customers. Fraud will still happen - but if it happens at a chip and pin retailer, the bank's answer will be 'Our system is totally secure, therefore we are not repaying the amount.'
Chip and pin is quite dangerous for the bank customer, as it means that when a fraudulent transaction takes place, the bank will deny all liability. That's why the banks are the pushing it so hard.0 -

I applied for the basic bank account with citibank as mentioned on this thread, and have just had a letter back refusing my application because of my credit score. I thought for a basic bank account they didn't do the credit check is this right?
I now need to find a basic bank account quick for my DMP any suggestions ?

I can't add my current account to PayPal for bank funding, problems with Direct Debit.
CitiBank say they are aware of this and in contact with PayPal to fix the bug in their system0 -

Hi could try halifax easycash account, as you can use this like a normal account DD's S/O's paying for things online, etc,

Was it the Access account you applied for? I could be wrong but I don't think it is classed as a basic account in the same way that the Easycash and Cashminder accounts are. They do still credit check with Experien.
You could try the accounts above, the Co-op Cashminder and Halifax Easycash, both with Visa Electron cards ... alternatively, we've heard good things on this forum about The Yorkshire Bank and their account - Readycash I think it is ... comes with a Maestro card ...:happylove Tori Bellatrix :happylove

Hmm, I had £1.00 in it (from the cheque they asked for when signing up), the error from PayPal was, if I remember correctly, that your bank is not capable of accepting any Direct Debits (which it can according to CitiBank). I closed all my other current accounts and can't use CC or Debit Card as PayPal say I've gone over some limit in transactions and now must verify my account with bank funding (problably their attempt to tackle CC fraud).0 -
I am having the same problem with paypal...the exact same reason given.
Luckily I still have my other account open but it is going to be a pain now to have to keep paying money into that account for the sake of Paypal~~~~~~~~~~~~~~~~~~~~~~~~~~~~
