It is not an unreasonable condition to have in a terms and condition. I cannot see it breaking any UK law.

OMG, I've just googled "Paypal scam" and found that people have had their paypal accounts hijacked!!

This means nothing is safe, not a bank account, not a paypal account. I'm not giving anything out ever again. I'll get all the cash from my bank and will only deal in cash from now on for everything.

Selling an item outside Ebay while the listing is still active is against Ebay's T's & C's. Once the listing has expired, this no longer applies and you can do what you want with it.
