concerns about some children

    You dont know if the children are playing in their street so their parents can keep an eye on them, you dont know if the girl was with her friends or siblings. The op should mind her own business or tell the girls mother she is concerned that a 3 year old cant walk about topless and not be stitched to their mothers hip!

    The world is the same place it was 10, 20, 30, 40, 50 years ago, there are no more children abducted or abused, we just know more about it due to the amount of information available at the push of a button.

    If all you are worried about is her lack of clothing then I think you'd be best to keep that to yourself, it says far more about you than the child's parents.

    You don't know either so I'm not sure how you can be so certain that it was sensible for them to be out on their own. As I said, all children are different, maybe they are sensible for their age but many 3 year olds just don't have the maturity to be out in the street on their own, as they might run out in front of a car. And I've never seen children outside in their underwear, except on the beach or at a paddling pool and never in March.

    If the only concern is the little girl running around in her knickers/with no top on at 6.30 on a Saturday early evening, when there are other children playing around in the same street, then in my opinion thats not a reason to worry unduly. If the same child had no access to her home, or was running about the street on her own, that would be different to me, and I'd probably escort her to her house to make sure her parent/guardian knew where she was.

    The kids in my street (quiet, family homes on one side and pensioner homes on the other, but not a cul-de-sac) regularly pop along the street from one garden/house to another, they have done since they started going to school. Just because a parent isn't hanging out their window or out in the front garden with them, doesn't mean they aren't being looked out for. I look out for my neighbours kids as well as my own, and I know the same applies for my DD.

    my neighbours grandson whips his top off at the first sign of the weakest sunlight, and he has done ever since I've known him, aged 2 :rotfl:. He's been out on the street this year with his top off lol.

    Taking your top off isn't the same as being out in just your pants though.
