Nope. 2.2 is really only just starting to come out on phones, not really in stores yet. I have a Galaxy S and its 2.1.
The only thing I would say when buying a phone, is check that it is a real touch screen and not a resistence touch screen. The resistent ones really go back to the old style where you have to use a stylus or hit it hard, but the new ones let you do things such as pinch to zoom.

eh 2.2 has been in shops for aaaaaaages esp now 2.3 is out and 2.4 is out soon too. My HTC Desire is running 2.3 (admitedly hacked)
Big problem with 2.1 is you cannot store apps on the SD card 2.2 kinda kludge fixed it and 2.3 properly fixed it.
Resistive touchscreen.
Can't go wrong for the price though0
