yes im still under the same council have been for all the accounts0

OK
The sticky bit here is that they have a levy for two accounts, so they could get arsy - use that to get in so they can levy a thrid time.
I think you need to start with the two accounts on which you are paying £5. Get hold of a copy of the Council's complaints procedure and find out where your local councilor has his/her surgery. You want those accounts taken back in house on the grounds that the tiems levied are not sufficient to cover the debt and it should have been returned as unenforeaceable
Then whack Jacobs with complaint about the double charging on those accounts and the attempts to over-charge on this account.
Start by asking for a copy of the most recent levy.If you've have not made a mistake, you've made nothing0 -
thank you will get straight on to it , il be intrested to see what they come up with for the account at the moment since i havent seen a copy of anything of the sort , i already have my local councilers number and email address as have spoken to him before regarding another matter so that will be easy enough to get in touch with him0

My personal guess is that if anythign tursns up it is going to list the same items as last year's, used as a "template."
We had one rather hilarious case here when the levy was on a car parked in the OP's garden.
Only problem was that the car not only belonged to a friend but had been scrapped several days before the levy was made!:DIf you've have not made a mistake, you've made nothing0 -
It seems they use any means to get them selfs out of a hole, although im sure they didnt get around the car been scrapped lol , shall i email them and ask for a copy of my levy for the account in question0

Please find below the information as requested.
Case Reference xxxxxx
Visit made 22.09.10 at 2.41 pm by xxxxxxx, visit fee £24.50 applied
Visit made 18.10.10 at 6.05pm by xxxxxxx, visit fee £18.00 applied.
Visit made 01.03.11 at 7.24 am by xxxxxxxx, levy fee £30 applied and van fee £130.00 applied
Visit made 04.03.11 at 12.02pm by xxxxxxx, waiting fee of £65 applied.
legislation does not allow for a waiting fee nor does it allow for a van fee to charged the same day as a levy fee
(this is the account I'm having problems with at the moment , the bailiff came on the 1st as stated yet he gave a week to come up with the payment and was told to ring him so dont understand why there was a visit on the 4th? also when he came on the 1st he just told me i had a week to pay , no levy and certainly didnt come in a van?)

Case Reference xxxxxx (these two accounts where done at the same time by the same person)
Visit made 20.09.10 at 6.40 am by xxxxxxxx, visit fee £24.50 applied

they cant charge 2 1st&2nd visit fees on the same day
they cant levy the same goods twice
All of our fees are charged in accordance with the Council Tax Administration and Enforcement regulations and are clearly outlined on the instruction sheet that was left with the request for instalments form by the first call bailiff. We can therefore confirm that all fees on your account have been applied lawfully.

the breakdown of your account should have included payments made charges for making these payments (usually 80p per payment with Jacobs however regulations do not allow for this) amounts outstanding against each account
send your council an e-mail and ask them to provide you with
the date of each liability order
the amount of each liability order
the date/time each liability order was sent to Jacobs for collection
A copy of all screenshots regarding these accounts to include any external records they hold from JacobsI am not an expert I am self taught i have no legal training any information I post is based on my own personal experience and information gained from other web sites

I would also be eclined to worite to the council asking under FOI for their collections procedure.
I say this as my co8uncil states in in it collection procedure
1st visit made within 5 to 7 days of LO.
2nd Visit within the fiollowing 10 days.
They also must advise the Revenues Manager where no progree has been made after 30 days.
There is no aloowed charge for waiting time, thats a load of !!!!!!!!, but other have answered your questions.I all have learnt is from others on many sites.
Seek legal help if unsure.
Dont pay Private Parking tickets - they are mere invoices.
