Because obviously you are an ignorant, lazy tight git who owns land and cannot be bothered to protect your assets, really it's not rocket science, you can use bollards, chains, gates, barriers, an employee to help with parking, but of course that is beyond your capabilities to use, really get this through your to your brain, clamping is being made illegal, and restricting people of their vehicle by blocking in is also illegal when it comes in, now you have about 9 months to find a solution for you, plenty of time !

You have been very rude and insulting on this thread, be careful, that sort of behaviour has been known to get some posters in to some bother. Those who have to resort to such behaviour, are generally very poor at debating sensibly and maturely, I would hate for you to give others that impression.
I have already explained that I cannot get permission form freeholders, nor the council to enclose the forecourt. Did you not read the thread. Oh no, surely you actually read the thread, didn't you. I've already told what my solution is, you are the one who has been arguing about it. So, if I you don't like what I want to do, come up with an alternative.

Well done, we got the "which law" part answered, but how about, what part of the new law will prevent me from parking cars around another that has been left there by an idiot?
So not only do you want me to find you solutions to your problems, you want me to predict the future, how the hell do you expect me to tell you which part of legislation will do that when the legislation hasn't been made law ?
