    So it's legislation then, show me where this would be. Another contradiction by you as earlier you said if was bylaws, now that it has been proven that no such bylaw exists you change your mind and its something else.

    We are talking about the difference between a dodgy parking company giving out fake penalties on private land, compared to differences that there may be in the laws governing airports. And Luton Airport specifically.
