I always understood it to mean don't feed until the first truss of tomatoes have formed. May be only pea size but that is always when I start feeding.
Same with Runner Beans, don't feed before there are beans formed.

I dunno about killing them but you don't need to feed them before they set fruit (this is after the first flower drop and you can see the tiny tomato/chilli/pepper)
And yes, it's the same for chillies and peppers, except they don't need so much water.0 -
