You're not allowed to overtake on the left. That's it. If there's 1 car in the middle lane, you should be overtaking it on the right (lane 3, overtaking-est lane, or whatever). If you do encounter one of these middle lane hogs, try doing the overtake whilst holding down your horn, then at least they might notice you.
The only exception to this rule is when there is a queue of traffic to your right. 1 car is not a queue of traffic. Also, of course, one way streets.

cyclonebri - no, i meant that you can overtake on the left on a one-way street WITHOUT a queue, sorry for the confusion.
Markyt - there may not be a specific law against it, but that doesn't mean it's OK to do. It says in the Highway Code NOT to do it, so don't! Argue with the police when you get pulled over if you like!
I do 'undertake' plenty, generally on 2 laners rather than 3, but only after a flash of lights behind the offender, and giving them a chance to move over. They usually look over when being undertaken as if I'm the bad driver. Did they not get taught to drive on the LEFT?!0 -
