Ealing in London don't have any Council MOT Testing Centres, but they sent me this link which may prove to be of use in the future (apologies if this has been posted before.. this thread is rather large!)

While I think most of the tips on this site are brilliant, I have to disagree with this one.
The MOT test has strict pass/fail criteria, and as long as the garage is reputable (i.e. not one of those cut-price, cram as many tests as you can in places), they will pass the car if it is roadworthy and fail it if it is not.
Reputable garages charge the full and proper price for the MOT test, which covers their costs, so they do not need to charge for extra unecessary repairs. All MOT test centres get "mystery shopped" regularly, so to do a test improperly could cost them their licence.
Paying for a retest is also fair, as the test centre is requires by law to do the whole test again, which takes the same amount of time and labour as the first test. This is because another fault could have occurred with the car (say it failed because it needed a new tyre, but a brake light has also failed since the initial test was done), so all the criteria need to be re-checked. Since the new computerised system came in, all MOTs are timed, so if your test takes only 10 minutes because it hasn't been done properly, VOSA will know.
The motor industry has got a bad enough image as it is without having insinuations that all garages will falsify MOT test results to earn a quick buck, when for the vast majority of garages this is not the case.0 -

It said in the article that if you have your vehicle re-tested within 10 days you should only have to pay half the MOT charge the second time. Last time I had my car MOT'd I returned it to the garage after a week, expecting at least a discount on the re-testing fee, but they told me I would have had to return it within 5 days, and besides that with the new regulations they have to completely retest the car - not only the points they had failed it on, and therefore I had to pay the full fee again. Is this right?
