The total is after all multibuy savings, i.e. can't be the subtotal amount.
The key word is spend. You have to be spending £30, not buying goods worth £30.0 -

This is generally what leads to the problems with entertainment items. Either supplier incorrectly stickers or not enough communication between supplier/Tesco. So is it the supplier thats responsible for the stores that have shelfloads of games/DVDs with no labels on or SELs? Therefore no indication of prices?
Surlely ultimately the responsibility lies with tescos to ensure all stuff on their shelves is priced correctly, I know if I was running a shop I wouldnt want an outside supplier sticking up incorrectly priced goods I was liable to be fined for!

The supplier certainly isn't responsible for stores with shelves full of unpriced goods. Thats the store and I have no idea why a store would do that, it wouldn't generate many sales!
And yes the responsibility is with Tesco, they are retailing. Suppliers stickering is not ideal, although the vast majority of titles it is correct, sometimes you get a few. Sometimes when the sticker is 3p or so out (a la Gameboy/DS etc) I imagine its more to do with bad communication between Tesco/Supplier/actual staff putting stickers on.
I sincerely doubt Tesco are changing suppliers because of stickers. I'd say its got more to do with £££.0 -

Some clarification on that one, they count the full 14.94 price towards your qualifying £30, so you just have to buy another £15.06 worth of stuff, and then the price should drop by £5 as you go to pay.
Worth noting in the store where I bought this today, it had to be done manually by the SA on the till. At the end with the sub total, it must have asked something about "was the total £30 or more", so when she answered YES to the prompt it then took £5.01 of as part of the save £5.00 deal. I actually had to buy extra stuff to get over the £30 in order to qualify for the deal, but luckily £11.96 of it was chicken that was mispriced anyway0 -

When R&Ring a handful of books at CS recently, the lady told me that the books were stocked/priced by a subsidiary company of Tesco. This separate company (although wholly owned by Mr T) were classified as a book wholesaler/publisher. This meant they were able to buy the books cheaply from other book publishers, and therefore undercut the local-type bookshops.
So the books are looked after by not-exactly-Tesco-but-almost.0
