Sassy, something is clearly not getting through to you here. ALL of the train station car parks that I deal with ARE covered by the Railway Byelaws. That is a FACT. I don't want to come across as anything but sincere, honestly I don't, but you just are not listening to what I am saying. If you drove off after I issued as PCN to you, that's up to you as I have no legal right to hold you there. As I'm sure you're aware from your vast legal background, I as a Railway official have every right to ask you for your name and address if I believe an offence might have been committed, and you are obliged to supply these details.
If you refused and drove off, I'd simply wait for you the following morning when you wish to catch your train, and report you there and then for refusing your details and for the parking offence on the previous day. Most patrons of railway station car parks use the trains daily. Worst case scenario? You'd evade me. Big deal. I still get paid and am certainly not on any commission.

I'd love to see any so called official with a hi viz vest on ask me for my details, they would get a two word reply and it wouldn't be good day.

No, I asked how you would know who parked the car ORIGINALLY, on arrival, let's say that morning? You only see the person who collects it when you are looking to 'book someone'. Any contract can only exist with the original driver who DROVE IN to the car park, not the person who drove out who you may have seen. Guys, as I said, issuing non-enforceable invoices is only a very small part of my job. How does me calling a PCN a Penalty Charge Notice equate that I'm not too well aquainted with PACE?
There's being aquainted with PACE and there's being a Lawyer. You don't have to know the ins and outs of any number of Acts in order to know when offences might have been committed. Me saying "penalty" doesn't dismiss the fact that whoever is concerned might have committed an offence, does it? :beer:0
