Neighbour blocking my drive

Hi, hope someone can help. I moved into a new council house, mainly due to medical points for my son who is on DLA for mobility. The house came with a drive which is ideal for us but have not been able to use it as the neighbours across from us park across from my drive thus blocking it. The neighbours have their own drive which can accomodate up to 4 cars but the father insists in parking his work van on the street opposite my drive. The road is not wide enough to accomodate his van an allow my car into the drive. I have asked him to move it but he has refused saying he pays road tax like everyone esle and entitled to park where he likes! when he is at work his wife or daughter will park in the space and will stay there until the man comes back from work - he then phones them to come out and move their car to allow him to park, therefore there is always a car in that space.
I am getting so fed up with this and this vile family!!!
Is there anything I can do? I know this is not a police matter but was hoping there was some right of access laws etc..

    If your car is on your driveway and you cannot get out becuase of the obstruction then theoretically,it is a Police matter since he would then be obstructing your lawful use of the highway. Is the kerb dropped to allow access to your drive?
    Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..

    Get council to fit a disabled space on the road and tell them you cant use driveway because of this selfish vile family

    many thanks for your replies, yes the kerb is lowered for the drive and the gates to the drive where put up before I moved in. I have yet to contact the council about this as they have proved to be incompetant in other areas where I needed help and am reluctant to spend time and energy when i am sure they will do nothing! waas thinking whether social services would get involved seeing I did get the house specifically for my son's needs?

    They are parking opposite your drive, not next to it as I read it, so no offence being made. Also a disabled bay should not be provided if the household has a driveway.

    Normally that is the case but seeing as the OP cant use there driveway they obviously need some where to park close by.

    It wouldn't be a problem if they parked next to the drive as i could still get my car into the drive - its the fact that a large van is taking up half the width of the road is sitting opposite my drive that is the problem.

    What size van is it? is it a company van? Is it subject to an O licence?

    They sound like lovely neighbours!! Not! Getting his family to park there all day and moving their cars when he comes home sounds so petty and stupid! Where do you park currently, if your on your drive and he blocks access, how do you get your car out?
