Leave corsas alone. Just bought lowered suspension for mine to get a couple of diesel springs. It's 59BHP and I'm not afraid to use it.
Coincidentally, a scooby overtook me the other day. In a 30 zone when I was doing 30. Then he pulled out in front of someone on a roundabout. You can take the ned out the corsa.....

Apparently Police do spot checks on cars to see if insurance mods are declared and it's quite common for a car to be insured as 1.0l and have something mahoosive under the bonnet

You see it all the time on ebay. Just search for 'modded corsa' or something and you'll find a few that say something like 'modded 2.0 engine - V5 shows 1.2' or whatever.

To answer the OP. A section 59 warning is probably the west thing that could be done by the Police here. If you got the reg details and could identify the driver that should not be an issue. It may also be the case the driver/car already has one so other measures could be looked at ie: seizure. On the point of boy racers...did a speed op outside a primary school at going home time - 30 limit. A done up fiat punto was going 47 so it got pulled and there was a 17 year old driver, who passed his test 2 days prior. In the end we decided to take him to court with the school being the biggest factor here in the decision.
