I concur with those who say to report it to the police and judge their reaction. If you can get a neighbour or two to report it separately to yourself, they may just take it seriously and make a point of watching for him on that stretch of road.

Personally, if the boy racer was approachable I'd have a word.Similarly if I knew the parents I'd talk to them.Failing that then I'd call the police.In my youth I had a visit from the law whilst at my girlfriends house to have a word in my ear about some borderline driving without due care that had been reported.I was suitably embarassed and its stuck in my mind since.
Vandalising someones car because you don't like how they drive is totally wrong and makes you a criminal yourself.Its also dangerous(to them and everyone else on the road) if the owner doesn't spot your mailicious damage.0 -
Back on topic there was quote that sticks in my mind that kind of applies here, roughly from memory;
